Cat got hit by car on PURPOSE!?

today my cat was hit by a car D= but it wasnt just a normal hit. OK, so i was getting my grandmas mail and my seven toed cat ,yes seven toed, followed me. A car came and my cat was halfway across the road and started to go back but instead the car sped up and was going like 90 and hit my cat on purpose and i know they hit him on purpose bcuz they looked at me and were laughing! they didnt even slow down. What should i do? i want to call the police but all i know is that it was a guy and that he was in a black blazer? any help would be great
